Planning & Zoning

The Planning & Zoning department is guiding the future growth, improvement and development of our city. The department administers the City's Zoning Ordinance and ensures development is in compliance with the City's Comprehensive Plan. 

What We Do

The planning process produces a common understanding of where our community is, where it wants to go, and how to get there. This understanding then guides the actions we take, that influence the physical form of the community. These actions include regulation of development, provision of infrastructure, and management of the environment.  The planning department reviews Building and Development applications to ensure compliance with the Zoning Ordinance  and the City's Comprehensive Plan.  Planning and Zoning staff also manage Planning and Zoning applications and facilitate their review by the Planning and Appeals Commission and the City Commission.

Current Planning Projects

The Planning Department, in conjunction with the Planning and Appeals Commission and the City Commission, is currently working with staff of the Coastal Regional Commission to modernize our Zoning Ordinance.  Phase I was completed in the Summer of 2021, and saw the adoption of a revised Sign Ordinance and Buffer Requirements. Phase II focused on the uses allowed in each zoning category and the creation of Use Charts make the ordinance easier for users to understand.  Below are a summary of work to date, a clean draft of the Zoning Ordinance, a Red-Line version of the Zoning Ordinance so that changes and edits can be seen,  8 Use and Standards Charts, and 2 maps of proposed new zoning classifications.
