SPLOST IV PROJECT DECRIPTIONS
TIER I
SANITARY SEWER-'K' STREET
Install Sanitary Sewer and Storm Drains on "K" Street from Newcastle to
US Hwy 17. This includes installation of new lines on Macon Street and
Talmadge Street. Currently, lines are inadequate to carry loads, and
may be required to carry flow from St. Simons Island in the near future.
With the installation of these lines it will eliminate Lift Stations
15, 16, 18, and 19, therefore reducing associated maintenance
costs. $4,650,000
15" GRAVITY SEWER-DIXVILLE
Install a Sanitary Gravity Sewer line and storm drainage in this area.
This will eliminate all known septic tanks in the southend area, remove
sewer lines from alleys and improve all storm
drainage. $2,425,000
30" GRAVITY SEWER
Install a Gravity Sewer from Reynolds Street at Fifth Street to Lift
Station #35 in the Arco area. The existing gravity sewer is inadequate
from current flows and flows are projected to increase due to
development in the I-95 Interchange area. $ 535,000
SLUDGE DRIER
Install a Sludge Drier that is compatible with the existing composting
process and equipment located at the Wastewater Treatment Plant. This
will reduce amendment requirements and maintenance costs at the Compost
Facility, and eliminate hauling and manpower requirements. $1,750,000
GRAVITY SEWER-FLETC
Install a northend Gravity line, which replaces portions of the 27"/42"
Gravity Sewer from FLETC to Second Street at Reynolds Street. The
existing lines vary in size and will not be adequate to handle projected
flows from the Branniger Tract and PAWS Project. $2,000,000
ARCO 12" WATER MAIN
Install a water main from Ninth Street at Newcastle Street to Ross Road
and north to Austin Street along US Hwy 341. This will provide adequate
water service and fire protection to the Arco Area of Glynn County by
looping Austin Street. This area currently has inadequate water
pressure for maximum fire protection. $ 400,000
STORM DRAIN-HOWE STREET
Install Storm Drainage structures on Howe Street from Albany Street to
Bay Street, including floodgates. This project will also include
Georgia Street at Egmont Street and Ellis Street. The existing Storm
Drainage system is inadequate to handle normal storms. This includes
drainage of Glynn Academy High School. Once completed, system will be
upgraded to handle a 25-year
storm. $1,500,000
CITY HALLS (NEWCASTLE STREET AND GLOUCESTER STREET)
To complete current remodeling at Old City Hall and the New City Hall.
Cost has exceeded SPLOST III Funds set aside to complete
work. $ 800,000

TIER II & III
SANITARY SEWER-'K' STREET
Continuation from Tier I. $3,000,000
THE RITZ THEATER
This project will be to renovate the facade and second and third floors
of the Theater. By doing this, it will bring the floors up to code and
provide a more useful space. $1,700,000
WATER RECLAMATION PROJECT
This is for installation of a Pumping Station and a 2-inch line from
Academy Creek Wastewater Treatment Plant to Georgia Pacific Plant to
pipe effluent for use as cooling water. This will allow GP to decrease
Floridian Aquifer withdrawal and allow the City to increase water
withdrawal permit quantity. $1,410,000
STORM DRAIN - 'N' STREET
Install Storm Drainage structures on "N" Street from Norwich Street east
to the Hercules property line. Project to include replacement of a
portion of line extending under the Adult Education Center with an
exterior line. The existing storm drain system is inadequate to handle
normal storms. System is to be upgraded to handle a 25-year storm.
Line under Adult Education Center is in a state of
failure. $1,750,000
PUBLIC SAFETY COMPLEX
To provide a feasibility study of construction of a multi-story Public
Safety Complex at another location and to renovate current headquarters
on Mansfield Street for additional offices. The present facility is too
small, below FEMA flood plain level, and does not conform to ADA
requirements. $ 750,000
PUBLIC WORKS COMPLEX
Construct a complete Public Works Complex suitable for handling the
day-to-day operations of City Services, including land acquisition.
Current operations are spread throughout the City making communications
difficult and data sharing impossible. This would pool resources for
several operating divisions of government and make many smaller parcels
of land available for private
investment. $3,750,000
WATER/WASTEWATER COMPLEX
Construct a complete Water and Wastewater Complex. This will be
constructed concurrently and as a part of the Public Works Complex.
Current operations are spread throughout the City making communications
and data sharing impossible. This would pool resources for several
operating divisions of government and make many smaller parcels of land
available for private
investment. $1,500,000
SIDEWALKS
Install and replace torn up sidewalks in all Town Common areas. This
will improve the safety and convenience of all
pedestrians. $ 85,000
MULTI-PURPOSE CENTER UPGRADE
Install new ceiling tiles, paint and carpet. Remodel arts center and
construct a driveway. This will improve the safety and convenience of
all pedestrians attending the Center. $ 175,000
STREET PAVING
Paving of any dirt streets and roads remaining in the City that are
approximately one-mile in length. This will provide better access for
emergency and service vehicles, and reduce drainage
problems. $ 190,000
